Wyoming has approved a statewide rule requiring the oil and natural gas industry to conduct base-line groundwater sampling both before drilling new wells and at least twice after, a move praised by conservation leaders who say it should serve as a template for energy development nationwide.

Wyoming joins Colorado as the only two states that will require the oil and gas industry to conduct groundwater sampling and monitoring both before and after wells are drilled.
