A drive to put 1 million electric and other nonpolluting vehicles on California roads by 2023 is nearing its final legislative roadblock, with a key vote expected soon.

By month's end, California's Assembly is expected to decide on S.B. 1275, the Charge Ahead California Initiative.  The measure would put in place a number of levers to expand adoption of zero-emissions vehicles, or ZEVs, which include battery electric and hydrogen fuel-cell vehicles.

The bill additionally seeks to increase the number of lower- and moderate-income residents behind the wheels of clean cars.  It suggests an income cap for popular state rebates available to ZEV buyers, in order to stretch funding that previously has run out.
