Major Minn. Power Supplier Calls for a CO2 Price to Implement EPA Power Plant Rule

Minnesota's second-largest electric power supplier has proposed an approach to complying with U.S. EPA's upcoming rule:  Set a regional target for carbon dioxide emissions cuts and charge all electric generators per ton of carbon.
