California lawmakers have sent Governor Jerry Brown legislation that would for the first time regulate groundwater use as the most-populous U.S. state suffers from a record drought.
The proposals would require local governments to develop groundwater regulations and give the state the power to step in and enforce restrictions if necessary.
Three years of record low rain and snow have left more than 80 percent of California in extreme drought. With reservoirs at less than half capacity and water supplies to the nation’s most productive agricultural region rationed, well drilling has doubled and even tripled in some counties.

MIT Takes a View on a New Climate Agreement - by David Hone
In my most recent post outlining ten reasons why the global 2° C goal is more difficult than most commentators imagine, I referenced a new MIT report, Expectations for a New Climate Agreement, which looks at the prospects for the expected Paris COP21 agreement actually changing the current global emissions pathway. The findings don’t give a lot to be hopeful about, but nevertheless are worthy of further review.

With the objective of stimulating timely and open discussion of the current attempt to formulate a new climate agreement—to be reached at the 21st meeting of the Conference of Parties (COP-21) in Paris during November of 2015—analysis is conducted of the expected developments in the lead-up negotiations. Based on the assumption that the architecture of the agreement will likely involve voluntary pledges and ex-post review (akin to the Copenhagen Accord), the domestic policies and measures expected to underlie national negotiating positions are described. Applying a global economic model, the effect of these Nationally Determined Contributions (NDCs) on global greenhouse gas emissions is assessed. COP-21 will succeed in a useful bending the curve of global emissions. The likely agreement will not, however, produce global emissions within the window of paths to 2050 that are consistent with frequently proposed climate goals, raising questions about follow-up steps in the development of a climate regime.

China, the world’s biggest emitter of greenhouse gases, plans to start a national market for carbon trading by 2016 as it seeks to balance pollution reduction with economic growth.
“We’ve brought forward this plan because it’s been prioritized in the central government’s economic reforms,” Wang Shu, an official with the climate division of the National Development and Reform Commission, China’s top planning agency, said by phone, confirming an earlier statement from Sun Cuihua, a senior climate official with the agency. “The central government is pushing reforms, so everything is speeding up.”
In preparation for the national market, China has selected seven cities and provinces, including Shanghai, Beijing and Guangdong, to set regional caps and institute pilot programs for trading rights as part of its initiative to cut the intensity of emissions by as much as 45 percent before 2020 from 2005 levels. The exchange in the southern city of Shenzhen near Hong Kong will allow foreigners to trade carbon permits.

Changing Global Diets Is Vital to Reducing Climate Change, Researchers Say
A new study, published Sunday in Nature Climate Change, suggests that -- if current trends continue -- food production alone will reach, if not exceed, the global targets for total greenhouse gas (GHG) emissions in 2050.
The study's authors say we should all think carefully about the food we choose and its environmental impact. A shift to healthier diets across the world is just one of a number of actions that need to be taken to avoid dangerous climate change and ensure there is enough food for all.
As populations rise and global tastes shift towards meat-heavy Western diets, increasing agricultural yields will not meet projected food demands of what is expected to be 9.6 billion people -- making it necessary to bring more land into cultivation.
This will come at a high price, warn the authors, as the deforestation will increase carbon emissions as well as biodiversity loss, and increased livestock production will raise methane levels. They argue that current food demand trends must change through reducing waste and encouraging balanced diets.
If we maintain 'business as usual', say the authors, then by 2050 cropland will have expanded by 42% and fertiliser use increased sharply by 45% over 2009 levels. A further tenth of the world's pristine tropical forests would disappear over the next 35 years.
The study shows that increased deforestation, fertilizer use and livestock methane emissions are likely to cause GHG from food production to increase by almost 80%. This will put emissions from food production alone roughly equal to the target greenhouse gas emissions in 2050 for the entire global economy.
